Dr. Peter Norton, M.D., OBGYN, Health Authority & Medical Director

Dr. Norton, a well respected, board certified obstetrician/gynecologist, practiced obstetrics in Abilene from 1976-2002, and gynecology from 1976-2015.  After graduating from Baylor College of Medicine in 1970, Dr. Norton completed a rotating internship at the City of Memphis Hospitals; a residency in obstetrics and gynecology at Baylor College of Medicine; and served as an obstetrician/gynecologist at Davis-Monthan Air Force Base.  Dr. Norton serves as the Health Authority and Medical Director for the Abilene-Taylor County Public Health District (ATCPHD), and provides medical oversight for all clinical programs within the health division, including the COACH Clinic.



Santos Navarrette, Jr., M.A., M.B.A., Health Director

Mr. Navarrette retired from the United States Air Force in 2003 after serving for more than 28 years.  After his retirement, he began his public health career serving as the Assistant Health Director for the City of Laredo Public Health Department and moved into the same role for the Tarrant County Public Health Department in July 2005.  Mr. Navarrette came to work for the City of Abilene in April 2014 as the Assistant Health Director and was promoted to the Health Director position in July 2016.  He graduated with his Bachelors Degree from Saint Leo College and obtained two Master’s Degrees from Wayland Baptist University.  Mr. Navarrette provides oversight for all programming and financial business of the ATCPHD.  He works closely with city management, local medical facilities and outside resource agencies to establish policies and protocols in an effort to PREVENT the spread of disease, PROTECT the health of the community, and PROMOTE healthy living.



Annette Lerma, Assistant Health Director

Ms. Lerma provides oversight of Laboratory Services, Vital Statistics, Preparedness and Epidemiology, the WIC Program and Administrative Services for the health district.  She also assists in the development and management of the division’s budget as well as assisting the Health Director with all aspects of division management, strategic planning, personnel and grant & city reporting.  Ms. Lerma obtained her Bachelors of Science degree from Abilene Christian University in 1999 and began working for the City of Abilene in September 2001 as a Nutritionist for the WIC Program.  She was promoted to WIC Director in March 2008 and moved into the Assistant Health Director’s role for the health district in October 2016.



Kay Durilla, RN, BSN, Nursing Program Manager

Ms. Durilla provides oversight of all nursing programs within the ATCPHD including Immunizations, TB, Healthy Texas Women, Family Planning, STD Services, Primary Health Care, Refugee Health Screenings and Texas Health Steps.  Ms. Durilla graduated from Cisco Junior College and began working as a Licensed Vocational Nurse and later obtained her Bachelors of Science in Nursing Degree from Angelo State University.  She previously worked for Humana Hospital/Abilene Regional Medical Center and the Shackelford County Hospital District.  She began her career with the City of Abilene in July 1997 as the senior nurse and was promoted to the Nursing Program Manager in July 2002.
